Major Powers Closer to Iran Sanctions

UNITED NATIONS - The major powers moved closer to agreement Monday night on a modest package of new sanctions against Iran likely to include an embargo on arms exports and an asset freeze on more individuals and companies linked to Tehran's nuclear and missile programs.

Police say 17-year-old Tim K., a former student who graduated from the Albertville high school last year, opened fire in two classrooms early Wednesday morning before fleeing.

He hijacked a car, triggering a manhunt, and was found in a nearby town where he was confronted by police and killed in the ensuing shootout.

The death toll brings the killing on par with Germany's worst school shooting ever, when a 19-year-old killed 12 teachers, a secretary, two students and a police officer and …

CARBON STORED IN FORESTS?

A recent study found that an old-growth forest in China holds an unusually high amount of carbon, raising the possibility that these forests may not be carbon neutral.

Most scientists had thought old-growth forests let off as much carbon through decomposition as they absorbed from branches, leaves, and dying roots. But the new research, which appeared in a recent issue of Science, showed a 68% increase in organic carbon levels taken from samples of the top 8 inches of soil in the Dinghushan Biosphere Reserve in the Chinese province of Guangdong. The researchers studied 230 samples over a 24-year period (1979-2003).

Where have all the mergers gone?

Slow pace belies positive underlying factors

Merger activity so far in 2005 was described by D.A. Davidson & Co. as starting with a thud."

Bringing the bank merger/acquisition near-term outlook into focus isn't easy, as divergent forces are fuzzing up the picture. On the one hand, some financial services giants are spinning off businesses they've found unprofitable or don't fit their business plans; others are still digesting recent acquisitions. And for whatever reasons, recent quarters have seen slowing activity.

On the other hand, there are companies on the prowl and attractive targets out there, and factors such as escalating regulatory costs may lead to the …

Stocks Continue Slide Despite GDP Report

NEW YORK - Wall Street extended its steep decline Friday, propelling the Dow Jones industrials down more than 500 points over two days after investors gave in to mounting concerns that borrowing costs would climb for both companies and homeowners. It was the Dow's worst week in nearly five years.

Investors cast aside a stronger-than-expected read on the economy and maintained negative sentiment that dominated Thursday when the market shuddered amid worries over the U.S. mortgage and corporate lending markets. Investors globally took flight from equities, shifting cash into safer investments in Treasurys.

Although the market has often rebounded after a steep drop - and has done so in recent weeks - investors appeared unable Friday to set aside their concerns about a weakening housing market and tightening credit.

According to preliminary calculations, the Dow fell 207.53, or 1.54 percent, to 13,266.04.

Broader stock indicators also fell. The Standard & Poor's 500 index fell 23.70, or 1.60 percent, to 1,458.96, and the Nasdaq composite index fell 37.10, or 1.43 percent, to 2,562.24.

POLITICAL INSIDER: Christie, GOP back Castle

WASHINGTON (AP) — Republican Gov. Chris Christie, who rode voter anger to office in New Jersey last year, is endorsing Mike Castle's bid to win the GOP primary in Delaware and is joining a pack of party leaders trying to block a tea party-backed candidate's bid.

Christie, a graduate of the University of Delaware, endorsed Castle, a nine-term Republican congressman and former governor who is facing Christine O'Donnell. Republicans have rushed to paint O'Donnell as a fraud, citing shady financial records and a record of statements that are clearly not true.

"I urge every Republican out there from Delaware who believes in smaller, smarter government to send somebody like Mike Castle to the United States Senate," Christie said outside the University of Delaware football season opener.

The latest example of O'Donnell's problems: Twenty-one years after she began her undergraduate work, she can accurately call herself a college graduate as of this week. A spokesman for Fairleigh Dickinson University said O'Donnell on Wednesday earned her bachelor's degree in English literature, which she has claimed for years.

Despite problems with O'Donnell's record, establishment Republicans were taking no chances on winning in November.

Castle, Washington's preferred candidate, went up with radio ads and rushed other parts of his media plan after Republicans watched Sen. Lisa Murkowski lose her Alaska primary to tea party-backed Joe Miller.

The Tea Party Express, a California-based group, has announced it is backing O'Donnell and plans to spend six figures in the race for Vice President Joe Biden's former Senate seat in Delaware.

A shadowy group calling itself "The Tea Party" — taking advantage of the popular tea party groups around the nation — won't be allowed on Michigan's November ballot after an order Friday from the Michigan Supreme Court.

The high court's 5-2 decision lets stand a ruling this week from the Michigan Court of Appeals that keeps "The Tea Party" off the ballot because it didn't comply with some technical requirements in state law.

Republicans and tea party activists consider "The Tea Party" a Democratic-supported fake aimed at siphoning away votes from conservative candidates. The effort has connections to a former Oakland County Democratic Party official.

The appeals court ruled that "The Tea Party" could not be on the ballot because of an irregularity on its petitions circulated to make the ballot. The word "The" in "The Tea Party" was not in 24-point bold face type on its petitions as required by law.

The state Supreme Court denied a request to appeal, with the majority saying it was "not persuaded that the questions presented should be reviewed" by the court.

"Today's decision by the court is a win for all of the dedicated grass-roots activists who are part of the true Tea Party movement and it is a win for democracy," Michigan Republican Party Chairman Ron Weiser said in a statement.

Messages were left seeking comment from "The Tea Party" chairman Mark Steffek and attorney Michael Hodge after Friday's ruling.

Republican Senate candidate Kelly Ayotte — a former New Hampshire attorney general — received more than $10,000 from executives of a Texas company charged with deceptive trade practices.

Texas Attorney General Greg Abbott charged Houston-based TaxMasters Inc. and its chief executive officer, Patrick Cox, in May with multiple violations of the state's deceptive practices and debt collection act. Cox, sales vice president Alex Clamon and salesman James Welch contributed a total of $10,600 last year to Ayotte's campaign.

Ayotte spokesman Jeff Grappone told the Concord Monitor that Ayotte will watch the legal process and await an outcome. He said Ayotte will return the money if they are convicted of violating the law.

Quick hits:

— Republican gubernatorial candidate Phil Moffett said Friday he's willing to "go to the carpet" to legalize the production of industrial hemp in Kentucky. The Louisville businessman voiced support for industrial hemp in a question-and-answer session with libertarian voters in Lexington on Thursday and again Friday in an interview with The Associated Press. Hemp is related to marijuana and currently all hemp products sold in the U.S. must be imported.

— Republican Senate candidate Carly Fiorina on Friday endorsed an oil company-funded ballot initiative that seeks to indefinitely delay California's landmark global warming law. The announcement comes two days after the former Hewlett-Packard Co. chief executive refused to take a position during her debate with Democratic Sen. Barbara Boxer.

— NBC canceled Sunday's "Meet the Press" debate between Democratic Rep. Kendrick Meek and Republican Marco Rubio because the GOP nominee's 83-year-old father is ill. Gov. Charlie Crist, running as an independent, had previously declined an invitation.

— Sen. Russ Feingold plans to speak at a massive Labor Day rally in Wisconsin. Just not when President Barack Obama will be there. Schedules show Feingold, a Democrat who faces a serious re-election challenge from Republican Ron Johnson, will be elsewhere in the state when the Democratic president speaks in Milwaukee.

NYC overhauling agency data infrastructure

Mayor Michael Bloomberg is overhauling New York City's data infrastructure. He says it will save millions over the next five years.

The city says its departments are constantly adding to their information technology.

Instead of building on outdated and different systems at 40 city agencies, the mayor plans to consolidate them in data centers.

Other plans include shifting the 311 hot line service center under the oversight of the mayor's office. It is currently overseen by the information technology department.

The information technology agency will still oversee 311's staff, budget and infrastructure.

Manic Monday: Dow roars back from worst week ever

Wall Street stormed back after its worst week ever and staged the biggest single-day stock rally since the Great Depression on Monday, catapulting the Dow Jones industrials to a 936-point gain and finally offering relief from eight consecutive days of stock market carnage.

While no one was saying the worst was over for the staggering financial system or troubled economy, buyers returned to the stock market with gusto, with some saying stocks had been driven down to fire-sale prices.

The surge came as executives from leading banks were summoned by the Bush administration to Washington to work out a plan to get loans, the lifeblood of the economy, moving again. And it followed signals that European governments would put nearly $2 trillion on the line to protect their own banks.

The Dow gained more than 11 percent, its biggest one-day rally since 1933, and by points it shattered the previous record for a one-day gain of 499, during during the waning days of the technology boom in 2000.

"My screen is completely green, and I love that," said John Lynch, chief market analyst for Evergreen Investments in Charlotte, N.C. "But I'm not doing any backflips yet. We still have many challenges up ahead."

Stocks opened sharply higher and never looked back. The Dow was up more than 400 points in the opening minutes of trading, and by lunch hour had crossed back through the same 9,000 level it crashed below last week.

The rally intensified in the final hour of trading. In the moments before the closing bell rang, boisterous traders sounded horns on the floor of the New York Stock Exchange, and raucous applause broke out.

"I would say this is closer to the bottom. I can't say this is the bottom," said Bill Schultz, chief investment officer at McQueen, Ball & Associates in Bethlehem, Pa. "I think it's more relief, the rally today."

For Wall Street, it came not a moment too soon. The dismal week before wiped out about $2.4 trillion in shareholder wealth. The eight-day losing streak drained 2,400 points from the Dow, or 22 percent _ roughly equal to the 1987 crash and enough to establish a bear market all on its own.

U.S. stock market paper gains totaled $1.2 trillion Monday, according to the Dow Jones Wilshire 5000 Composite Index, which represents nearly all stocks traded in America.

The massive rebound also pushed the Nasdaq composite index higher by 195 points, or nearly 12 percent, its second-biggest gain in percentage terms. The Standard and Poor's 500, rose 104 points, its biggest point gain ever and an 11.5 percent gain, its greatest since 1933.

About 3,030 stocks advanced on the New York Stock Exchange, while only about 160 declined _ a reversal from last week, when declining stocks overwhelmed the gainers. But the trading volume of 1.82 billion shares was lighter than it had been last week, suggesting there was less conviction in the buying than during last week's selling.

At the close, the Dow stood at 9,387.61. That's still a far cry from its peak of 14,165, set a little more than a year ago _ and history suggests Wall Street could have a long climb back to the top of the mountain.

After the Black Monday crash of October 1987, it took the Dow until August 1989 to set a new all-time closing high, almost two years after its previous peak. The 1987 crash took stocks down 36 percent from their pick _ comparable to the 40 percent decline in this round of turmoil.

The Bush administration said it was moving quickly to implement its financial rescue package, including consulting with law firms about the mechanics of buying ownership shares in a broad number of banks to help get lending going again.

Neel Kashkari, the assistant Treasury secretary in charge of the program, said Monday officials were also developing guidelines to govern the purchase of soured mortgage-related assets. He gave few details about how the program will actually buy bad assets and bank stock.

And Wall Street still has a lot to worry about, including a housing market that is still groping for a low point in prices and shoppers who are spooked by job losses and other ominous economic signs and are cutting back on their spending.

"I think we had enough negatives last week that if the government steps in we could have a pretty nice run," said Denis Amato, chief investment officer at Ancora Advisors. "Is it off to the races? No, I don't think so. We have a lot of stuff to work through."

It was also too soon to say for sure whether lending was finally loosening up. The sell-off on Wall Street last week was driven by fear that mistrustful banks were choking off the everyday loans that businesses use to buy supplies and pay their workers.

Monday was the Columbus Day holiday, and the U.S. bond markets and banks were closed, making it difficult to gauge the reaction of the credit markets to the measures taken by world governments.

The Bank of England said it would use up to $63 billion to help the three largest British banks strengthen their balance sheets. The Bank of England, the European Central Bank and the Swiss National Bank also jointly announced plans to work together to provide as much short-term money as necessary to help revive lending.

The heads of the five biggest U.S. banks _ Goldman Sachs, Morgan Stanley, Citigroup, JPMorgan Chase and Bank of America _ were meeting at the Treasury Department with officials from Treasury and the Federal Reserve. The discussions are aimed at finalizing details on the rescue package Congress passed Oct. 3.

That package started with the idea that the government would buy the bad mortgage-related debt off the books of banks. It now includes provisions for the government to buy ownership stakes in banks, among other steps.

It is coming together against the backdrop of a presidential election that has focused squarely on the economy. Sens. Barack Obama and John McCain are to meet for a final debate Wednesday night on Long Island, with the state of the nation's finances sure to be at the top of the list.

Consolidated volume on the New York Stock Exchange hit 7.1 billion shares, down from 11.2 billion during Friday's session but still very heavy.

PAUL PARKER, GLOBAL HEAD OF M&A AT BARCLAYS CAPITAL, TALKS ABOUT MERGERS AND ACQUISITIONS ON BLOOMBERG TV

AUGUST 20, 2010

SPEAKERS: PAUL PARKER, GLOBAL HEAD OF M&A, BARCLAYS CAPITAL

MARGARET BRENNAN, REPORTER, BLOOMBERG NEWS

10:46

MARGARET BRENNAN, REPORTER, BLOOMBERG NEWS: So where will the next deals be made? Let's ask Paul Parker. He is the Global Head of M&A at Barclays Capital. He joins us now.

So, Paul, you are supposed to be on vacation. Why are companies now pulling the trigger on deploying that $3 trillion in cash, economy uncertain, markets still volatile?

PAUL PARKER, GLOBAL HEAD OF M&A, BARCLAYS CAPITAL: Well, look, absolutely. And the strategic imperatives don't take vacation and that is what we have seen over the past two years, world in transition, world in financial crisis. And as we have emerged companies still have strategic imperatives that are unresolved and they are making moves on them. Those that have capital and access to capital are making use of that and are acting.

BRENNAN: I spoke with the head of M&A over at Morgan Stanley back in the month of October and he said at that point, Robert Kindler, said it was too early to call that the trough of M&A back in October. Now we are in August. Is it too early to call this the beginning of the cycle?

PARKER: Well, it has really been going on for quite some time, frankly. The fact is it has accelerated in July and accelerated in August. July was 23 percent above the average of the full year. This year is actually, when you take out government interventions in the financial industry, is up 20 percent over last year as well.

So we are actually seeing a real pick up in this year, although when you compare it just dollar to dollar it looks like it is flat. What we see underneath it all is actually a lot of activity.

BRENNAN: Now, Korean National Oil made its $3 billion bid for Dana Petroleum hostile today. We have seen BHP go hostile with Potash. Do you expect more cross border deals and do you expect more of them to take this hostile tone?

PARKER: Well, what is really interesting when you mention cross border and think crossing continents, 35 percent of all transactions in the first half were crossing continents and then, of those 31 percent of all deals globally were in emerging markets. And what we saw is the emerging markets when they came out of the economic recession came out faster than the developed economies and also interacted with each other, as opposed to relying on the developed economies which were still suffering.

So what we have seen is a huge amount of cross border activity and emerging market activity. And the large strategic companies based around the world, whether in Europe or the US, are having to reevaluate their strategic positions and are really thinking, where should we be?

They are looking now much more, in a much more focused way to emerging markets. And the emerging markets are looking outward, China, India, Russia, Brazil, the Middle East, Africa. There is a lot of activity amongst those countries and it is going to continue.

BRENNAN: Does that lead us to looking at the commodity spaces in area with the hottest amount of deal flow right now? Where is the activity going to be?

PARKER: Well, as China and India, again, the countries I mentioned continue to industrialize at the pace that they are, the demand for natural resources is increasing. And you have seen that this year where the natural resource base has taken over 20 percent of the M&A market. It is the largest sector this year. Usually it is financial institutions -

BRENNAN: Right.

PARKER: - but this year it is natural resources. And that is expected to continue. But frankly it is just, if I can say that the activity however has been broad-based. It has been across all sectors.

BRENNAN: Yes. And in the tech sector that Intel/McAfee deal obviously really stunned people with the size of it, that 60 percent premium to the previous day's share price. Does that automatically raise the bar for prices in that tech space in terms of acquisitions?

PARKER: Look, it certainly is going to be an influential factor. But all of these are fact and circumstance driven. What we have seen are higher premium, the highest frankly since 2000. In the 2000 time period they were about 40 percent. They dropped over the decade and now approaching 40 percent and above again.

And part of that is the fact that valuations are still historically low when you look back at 20 and 10-year averages. And to move people from a status quo to seller you are having to put a bigger premium on the table, generally.

BRENNAN: Quickly, what is the significance of all cash deals here?

PARKER: Well, enormous levels of cash on the balance sheet, the highest since 1951. Interest rates are incredibly low and, therefore that cash is dilutive. It is not being used. Shareholders are starting to put some pressure on companies. Either use it or give it back. And strategically people know they have imperatives and they are putting that cash to work now. And there is also access at low rates to available capital in the capital markets.

Those two factors structurally are helping people use cash and make sure the transactions can be done on an absolute value basis. And it gives confidence to sellers that if they are selling now they are not going to be impaired from a valuation point of view. They can measure the cash and know what that value is going to be when the deal closes.

BRENNAN: All right. Paul Parker, thank you for your time this morning.

PARKER: Thank you.

BRENNAN: Global Head of M&A at Barclays.

World champion Spain loses friendly 1-0 to England

WEMBLEY, England (AP) — Spain slumped to a fourth loss since winning the World Cup after Frank Lampard headed England to a disciplined 1-0 victory despite being outplayed for most of Saturday's friendly by the visitors.

Captain on his 90th England appearance, Lampard netted four minutes into the second half, meeting the loose ball after Darren Bent's header came off the post.

"The fact England only got near the goal with that chance from the free kick did show we dominated the game," Spain coach Vicente del Bosque said through a translator.

"But I'm a bit disappointed, almost angry, that we didn't manage to win," he added. "At key moments in the game perhaps we lacked a bit of speed."

Del Bosque's side has also lost to Argentina, Portugal and Italy since winning the 2010 World Cup, although the European champions won every Euro 2012 qualifier.

"I don't think it's a case of us approaching these four games in too complacent a manner," Del Bosque said. "We lacked that skillful, defining moment (on Saturday). England carried out the manager's orders to the absolute letter. The tactical plan was carried out perfectly, but our style of football is totally different."

Technically, the Spanish were superior and in complete control in London, but they squandered a series of chances to equalize after falling behind.

David Villa hit the post and Cesc Fabregas came close twice in the closing minutes.

Beating the European champions will boost morale in the England camp ahead of Euro 2012 after missing out on the 2008 tournament and then performing dismally at the World Cup.

"It's great to beat them now — they are the best team in the world," Lampard said. "We won't get carried away over the fact we beat them. Let's be realistic, they dominated the game ... we are not quite where we want to be just yet."

Indeed, England struggled to retain the ball, with Spain goalkeeper Iker Casillas having a quiet 45 minutes on the pitch as he matched his country's appearance record.

"We didn't deserve to lose today," Casillas said. "It's a pity I couldn't celebrate (matching the record) with a victory."

Like goalkeeper Andoni Zubizarreta from 1985 to 1998, Casillas has featured 126 times for Spain — and he is still only 30.

The first shot the captain had to face didn't come until the 32nd minute when Lampard struck tamely straight at Casillas.

With England packing the defense, it took Spain until the 36th to come close to Joe Hart's goal, with Sergio Busquets flicking over.

Among Spain's three changes at halftime, Casillas' place was taken by Pepe Reina. And the substitute goalkeeper's first act was picking the ball out of his net after Lampard's opener.

A flowing start to the half saw England earn a free kick on the left flank, which James Milner whipped into a crowded penalty area.

Bent's header bounced off the post, with Reina's dive missing the ball, and the rebound fell to the unmarked Lampard to nod into the net.

Lampard was captain after center back John Terry was dropped to the bench, a move coach Fabio Capello insisted was not due to the ongoing police investigation over alleged racism.

A chance for Spain to equalize was squandered when David Villa latched onto a defense-splitting pass but rounded Hart too far and hit the sidenetting with an off-balance shot in the 55th.

The Spanish kept up the pressure but lacked ruthlessness in front of goal. Scott Parker was also snuffing out many of their attacks, including blocking Fabregas' attempt to square to Gerard Pique in the 82nd.

Fabregas came close himself, though, on his return to London after leaving Arsenal in August. The Barcelona midfielder, on the turn, had a shot saved by Hart after Phil Jagielka's intervention took the sting out of the attempt, then swept the ball wide within a minute.

England earned the victory without star striker Wayne Rooney. Capello assessed Danny Welbeck and Bent in preparation for Rooney missing the three Euro 2012 group stage matches after being banned by UEFA.

Duke players decline to talk to cops

DURHAM, N.C. -- Police tried to interview Duke University lacrosseplayers at their dorm rooms about the team party where a womanreported being raped, but the athletes refused to speak withinvestigators, an attorney for several players said Friday.

The school confirmed that a pair of Durham detectives were oncampus Thursday night for an hour and 15 minutes, but said they didnot execute any search warrants. The school's statement correctedcomments made earlier Friday by Duke President Richard Brodhead, whotold reporters police tried to enter the rooms, but then said he hadfew details.

Thailand extends state of emergency

The Thai government on Tuesday extended for three months a state of emergency in the capital and 18 provinces in the wake of bloody, anti-government demonstrations that pushed the country close to chaos. But the special law was lifted in five provinces.

The Cabinet agreed that there remained "situations that require close monitoring and surveillance" in Bangkok and the 18 provinces _ mostly in the northeast, home to many of the so-called Red Shirt demonstrators who descended on Bangkok, Minister to the Prime Minister's Office Ongart Klampaiboon told reporters.

The cabinet resolution challenged a proposal by the key security agency, headed by Deputy Prime Minister Suthep Thaugsuban, urging that the decree remain in force without exception.

A state of emergency was initially declared in Bangkok and in some nearby provinces on April 7. The government ultimately imposed it to cover Bangkok and 23 provinces _ almost one-third of the country's provinces.

Sporadic violence has continued in the country since the end of the demonstrations on May 19, when the army moved into an area of central Bangkok occupied by the Red Shirts.

Nearly 90 people _ most of them protesters _ were killed and more than 1,400 were injured during nine weeks of massive demonstrations. The Red Shirt movement is made up mostly of urban and rural poor, democracy activists and politicians loyal to former Prime Minister Thaksin Shinawatra, who was ousted in a 2006 military coup on corruption allegations.

Following the protests, the government rounded up most of the Red Shirt leaders while also declaring a policy of national reconciliation.

International human rights groups have criticized the emergency decrees, which give the prime minister power to overrule any state agency, civilian or military. One of the most contentious provisions allows officials to arrest and detain individuals for up to 30 days outside the normal criminal justice system.

"Thailand has never seen this kind of situation," said Sunai Phasuk, a senior researcher for the New York-based Human Rights Watch. "A large number of protesters have been detained but no one knows the exact figures, or even their whereabouts."

Although not formally charged, detainees are not guaranteed legal representation or visits from family members.

Arizona's Fogg healthy again for NCAA tournament

TULSA, Okla. (AP) — Arizona assists leader Kyle Fogg hopes to be healthy again for the Wildcats' NCAA tournament opener on Friday after being limited by a left quadriceps strain during the Pac-10 tournament.

Fogg said Thursday he's "feeling really good right now" and "should be at 90 or 100 percent" when the fifth-seeded Wildcats (27-7) play Memphis (25-9).

Fogg is Arizona's third-leading scorer with 8.3 points per game. He has started 30 of the team's 34 games, but was kept out of the starting lineup at the Pac-10 tournament and averaged only 13 minutes of playing time.

He had played at least 30 minutes in nine of the Wildcats' previous 10 games.

Coach Sean Miller says he thinks Fogg will be as healthy as he was before the injury.

Holz girl writes book about Merlin: ; Student will sign copies at book fair

Haley Lambert's interests run the gamut of a lot of 11-year-oldgirls: she takes dance classes, plays spring soccer and likes tohang out with her friends and spend time instant-messaging them onthe computer.

She loves her pets and she loves to read.

Her love of reading inspired the Holz Elementary School fifth-grader to start jotting down a little story in the third grade thatgrew into a 4,000-word chapter book that ended up winning a writer'scompetition and now is a bona fide published and illustrated bookHaley will debut at the West Virginia Book Festival this weekend.

"I love books," said Haley, whose tastes are wide ranging. Sheadmits she didn't quite make it through Jane Austen's "Pride andPrejudice," and put it aside for a far more interesting story called"Miss Popularity."

Her mother, Laura Lambert, says Haley has loved books since shewas a toddler and weekly trips to Books-a-Million became a traditionwith her father, David.

When Haley showed interest in writing, Laura encouraged her.

So did third-grade teacher Jean Crum, who also suggested Haleytry to illustrate her story.

The result is "Merlin's Secret," a story about a girl namedAshley who is assigned to write an English paper on King Arthur.Ashley struggles with English class and frets about the assignment. In reading a tale about King Arthur, she accidentally conjures upMerlin the magician, whose appearance in her modern world causes afew adventures.

Once Haley started on the tale, she envisioned a book with 15chapters. Though she had no set deadline, as she was writing thebook for pleasure, the task soon seemed too daunting.

"She set her sights high. I said, 'Just write the story,'" Laurasaid.

Haley ended up with nine chapters and a storyline she wisely leftopen for a sequel if she chooses.

The book may have been just another file in the Lambert familycomputer if Laura hadn't taken the next step - secretly submittingthe story to the 2008 West Virginia Writers Conference's juvenilewriting competition category.

It wasn't until Haley got a letter in the mail this past Maysaying she was one of the winners that she found out what her momhad done. And it wasn't until they attended the banquet that theylearned Haley had won first place out of 45 entries in her agedivision.

"I was sitting there as they called the other winners," Haleyrecalled. Third place, second place and finally her.

After that, Laura was determined to make good on a promise toHaley that she'd find a way to publish the book.

She did some research and started sending query letters, finallymeeting Patsy Pittman of Terra Alta's Headline Books Inc., whoagreed to look at Haley's book.

Haley recalls she and her 8-year-old brother, Nathan, were at thepool this summer when her mother came in with a smile on her face. She told her Headline Books agreed to publish the story.

"I was very, very close to screaming," Haley said. "I was soexcited."

When the discussion of an illustrator came up, Haley decided shewanted to do it herself. Now she had a deadline - to both come upwith a series of drawings, and to work with editors on refining herstory for publication.

It made for a stressful summer.

"I had to do the last three illustrations in one day," she said.Brother Nathan and her grandmother, Louise Sheets, helped with acouple of the illustrations and are credited in the book.

Meantime, editors Becky Calwell, Leska Foster and Patsy Pittmanmade suggestions for Haley to revise her story and make it better.

"It was hard to find the time to sit down and do that because itwas summer," she said. "Sometimes I felt during the editing part, 'Ican't take this anymore.' But I didn't quit."

What kept her going, Haley said, was the thought that she couldwalk into her beloved Books-a-Million and see her book on display -certainly a possibility someday.

For now, Haley is preparing to hawk her book - 1,500 copies wereprinted in its first run - at the book festival. Headline Books willmarket it to local and regional bookstores and help introduce it onthe school level.

If she makes a little money, it will go in the fund she'sbuilding for her own laptop computer.

And though other tasks of a fifth-grader keep her plenty busy,Haley's already mulling an idea for another book - a series, actually.

"I have an idea for a series about war girls. They go back intime to wars and help change things that happened during them," shesaid. "I would start with wars I know more about - the RevolutionaryWar, the Civil War and the Alamo."

Haley will debut and sign copies of her book during the WestVirginia Book Festival, scheduled for Oct. 11 and 12 at theCharleston Civic Center.

Youth involvement making difference in 2008 presidential campaign

MINNEAPOLIS - Young voters, along with everyone else, are by now very familiar with all the leading contenders in both the Democratic and Republican presidential campaigns, with many getting intricately involved in fundraising, door-to-door solicitations and getting the public to turn out at various campaign events.

The under-30 crowd seems especially attracted to the campaign of Sen. Barack Obama (DM.) and on the Republican side, the Internet-fueled bid of physician-turned-congressman Ron Paul (R-Tex.).

Obama is a hit on college campuses because he is new, goodlooking, articulate and rather young himself.

His campaign is directed against the status quo politics that so many of our young people seem disenchanted with right now.

And as a consequence, Obama has been able to attract and deploy a highly motivated bloc of younger voters who are making themselves available, more than in any other campaign, for caucusing, collecting cell phone numbers and e-mail addresses.

Paul has been able to tap into the Internet and is all over YouTube.

His organizing dynamo for college-age and younger voters from around the country is 24year-old Jeff Frazee, who commands his troops with the ease of a seasoned campaign veteran.

Frazee, a graduate of Texas A&M, spends his days figuring out how to deploy the legions of Paul's youthful supporters by dispatching buses of block-walkers and organizing phone banks,

"I live on the road," Frazee said. "I became a Ron Paul fan when I looked at his record and then heard him speak. It absolutely blew me away."

In addition to the Obama and Paul campaigns, both Senator Hillary Rodham Clinton (D-N.Y.) and former Sen. John Edwards have also enjoyed strong organizational support from potential younger voters.

Clinton's daughter, Chelsea, may become one of her principle ways to reach younger voters. In recent days Chelsea was in San Francisco to hit the campaign trail for her mother, attending church services at San Francisco's Glide Memorial Church before visiting her mother's campaign headquarters on Howard Street, where she was thronged by supporters and well-wishers.

Many younger voters like John Edward's now anti-war message. After initially voting in favor of the war, he has repeatedly stated that he made a mistake and would not have cast his vote for the war if the U.S. intelligence community had not given members of Congress incorrect information on the status of Iraq's weapons of mass destruction capabilities.

According to Edwards, "Young people made the difference during the Civil Rights movement and with protests and demonstrations help bring an end to the Vietnam War.

"Young people helped to champion the cause and promote anti-apartheid movements. And today . . . each of us has, as an American, as a duty to our troops and to each other, to do everything single thing we can to support our troops and end this war."

Edwards went on to say, "It's time for you - all of you - to take responsibility for your country, for your government and for your community." Special to the NNPA from Insight News

What Makes Kobela Go? Going Slow

Morton's Michelle Kobela isn't a softball pitcher who strikesfear in opposing batters. She doesn't throw the ball 60 m.p.h. Oreven 50.

All she does is win.

"Other teams see her and expect to rip her and knock the livingheck out of the ball," Morton coach Art Kasak said. "Michelle throwswhat we call an atom ball. She throws it and other teams hit it,hopefully right at someone.

"We've only had one power pitcher at Morton, Dawn Karkoska(1991). She'd have her 10 strikeouts a game but her pitching put ourfielders to sleep." Kasak named Kobela his No. 1 pitcher last spring. She responded bywinning 34 of her first 35 varsity decisions. Kobela needs only sixvictories to become the Mustangs' all-time leader.

"We knew Michelle would never be the fastest pitcher around, butshe throws strikes," Kasak said. "(Morton pitching coach) Joe Maloneworked with her to try and make her faster.

"Michelle gives us a high level of confidence and stability onthe mound. We decided to live and die with her last season."

Morton lived the good life. Kobela's only loss last season wasto Morris in the Class AA quarterfinals in Pekin. She pitched theMustangs Downstate for the first time since Morton won the statechampionship in 1986 and had victories over powers Casey, Thornwoodand West Suburban Gold rival Downers Grove South.

Kobela (8-0) avenged her loss Monday, blanking top-rated Morris1-0. The junior right-hander got Morris to pop up 16 times.

"I just try to pitch to spots," Kobela said. "If I hit thespots and jam the batters, they pop up a lot.

"I wish I was faster but I don't worry about anything exceptthrowing strikes. We've got a good team and everyone helps eachother out. Beating a team like Morris makes us want to win even morebecause it showed us what we were capable of."

Kobela credits her success to Malone and her mother, Julia.

"My mom has never missed a game, even when she was sick," Kobelasaid. "Growing up in Germany and Czechoslovakia, my mom playedbasketball and softball, just like me."

Kobela divides the plate into five zones, inside low, insidehigh, outside low, outside high and down the middle. The five spotscombined with a much improved changeup make up her winning arsenal.

"When I started playing softball it was just for fun," Kobelasaid. "Now, I'm serious about it. This year, I'm more experiencedand more into playing.

"It feels to me like I may be even slower than last year. But Idon't worry. I just want to keep winning."

CHICAGO, Oct. 16 (AScribe News) -- The public debate over video games and their impact on our children and culture has been passionate, but often uninformed and inconclusive. An upcoming conference sponsored by the University of Chicago's Cultural Policy Center has the potential to change this. On Friday and Saturday, October 26 and 27, many of the most important and interesting voices in the debate will be brought together for two days of intensive discussion.

The conference will explore the educational, imaginative and community-building potential of video games, as well as the dangers some games may pose. Researchers will detail the evidence about the ways in which video games can affect the way we learn, the attitudes we have, the bonds we form, and the art we create. Participants will offer their views about how these research findings do or do not suggest a need for changes in public policies.

Public roundtables on Day 1 and closed-door working panels on Day 2 will …

Taking a fresh look at civil confinement for sex offenders.(Capital Region)

Byline: FRED LeBRUN

Among a fistful of early accomplishments of the fledgling Spitzer administration that still are lauded is passage of a law permitting civil confinement of the state's worst sex offenders after their sentences are served.

On its face, a tough piece of legislation intended to keep sex offenders off the streets and behind bars. Yet eight months after this controversial law went into effect, it's not at all clear how effective it really is.

That is, if we define effective as providing a legal path for civil confinement. While admittedly we have only a handful of resolved cases to look at so far, the outcomes of mandated civil …

New hemodilution study findings reported from G.J. Crystal and co-authors.(Report)

"It is well known that hemoglobin is a scavenger of nitric oxide (NO). The present study used a canine model to test the hypothesis that acute normovolemic hemodilution (ANH) affects NO-mediated coronary vasodilation," investigators in the United States report (see also Hemodilution).

"Studies were performed in 18 open-chest, anesthetized dogs. In Series 1, the contribution of endogenous NO to coronary vasodilatation during ANH with 5% dextran-40 (reduction in hematocrit by 50%) was assessed. This was accomplished by comparing myocardial blood flow (MBF; radioactive microspheres) in the left anterior descending (LAD) region, which was treated with the NO synthase …

'BISCUIT MOVIE A GOOD BET.(SPORTS)

Byline: MATT GRAVES

SARATOGA SPRINGS -- There aren't many people who remember when a legendary trainer named ``Sunny Jim'' Fitzsimmons entered an undersized 2-year-old colt with wobbly legs named Seabiscuit in a $1,000 allowance race at Saratoga in the summer of 1935.

That was a lot of money in the post-Depression era, probably $40,000 today.

Seabiscuit ran ninth in a field of 13 that August afternoon. Eleven days later, Seabiscuit was entered again at Saratoga in the same condition. The race chart read ``dropped back.'' Seabiscuit left this equine shrine as forgotten as last winter's snow.

By the time Seabiscuit returned to Saratoga the next summer, he was becoming a race horse. He won …

THE PROOF IS IN THE PUSHIN'.(Sports)

Byline: Joe Layden

Maybe you missed it. In fact, you probably missed it. July, after all, is not traditionally the time when a sports fan's thoughts turn to bobsledding. That doesn't happen until ... well, actually, I'm not sure when it happens, but it must happen sometime.

Anyway, if you were watching carefully, you might have noticed that the U.S. Bobsled Federation conducted its Olympic Trials last week in Lake Placid, and that a portion of the process was known as the individual brakeman competition. This test, ironically, has nothing to do with stopping a sled; rather, it has to do with starting one.

It is a very simple, almost primal, test of power. A man stands alone behind a 350-pound sled. When directed to do so, he pushes the sled 15 meters. The time it takes him to cover that distance is considered a barometer of his explosiveness. Then he continues on for another 50 meters. The total time supposedly measures overall strength and speed.

Now, you might expect that the winner of this event would automatically be regarded as the top brakeman for the U.S. bobsled team, and indeed that is often the case. But not always. By the time the …

Cars again outsell trucks in a strong April.(not a record, but 7% higher than last year)(Statistical Data Included)

Cars outsold trucks in April for the second straight month, which contributed to a strong month and brought this year's four-month total within a hair of last year's.

The four-month tally of 5,386,834 was just 1.7 percent shy of the 2001 count. And 2001 went on to become the second-best year in industry history.

April brought 1,446,306 sales, not a record, but 7 percent higher than last year and enough to be the second-best April ever, trailing only April 2000.

And the seasonally adjusted annual rate, compiled by Automotive News, ballooned to 17.5 million cars and light trucks, a rate of travel higher than the industry's biggest sales year, which was 17.4 million units in 2000.

Car sales were better than usual in April. At 737,028, they finished exactly in the middle of their totals for the last 13 years - six years were higher, six years were lower. More interesting is the fact that cars outsold trucks for the second consecutive month, and their year-to-date total was only 20,984 units …
